You need to disable SIP and GateKeeper

For Intel Mac :
1. Turn off your Mac (Apple > Shut Down).
2. Hold down Command-R and press the Power button. Keep holding Command-R until the Apple logo appears.
3. Wait for OS X to boot into the OS X Utilities window.
4. Choose Utilities > Terminal.
5. csrutil disable
6. follow the instruction

For M1 Mac :
1. Shut Down.
2. Press and hold the power button on your Mac until you see â€œLoading startup options.â€â€¨
3. Click Options, then click Continue.
4. Enter the password for an administrator account.
5. Choose Utilities > Terminal the type
6. csrutil disable
7. follow the instruction

Disable Gatekeeper
open Terminal then type this:

sudo spctl -â€“master-disable
